A build guide and change record for the work that turned IOCE Atlas
(ioce.alkhemy.com) into a public, world-wide monitoring station for the concentration of
ownership and control — a "satellite weather report" for who owns and who controls.
What IOCE Atlas Is
IOCE Atlas measures the gap between ownership (economic stake) and control (effective decision power) across companies, governments, institutions, and controlling individuals. Where real power diverges from declared ownership, that gap is scored as an OCDI (Ownership-Control Divergence Index). Higher scores mean more hidden or concentrated control. The map lets a viewer explore any entity and read its ownership-control profile.
What Was Built This Cycle
| Area | Delivered |
|---|---|
| De-concentration | Baltic toggle — the dataset began ~90% Baltic; a filter hides the Baltic region so the rest of the world can be seen on its own. |
| Disparity overlay | Ecology / Equity / Care overlay resolved to a dark→light grey scale keyed to OCDI: dark = severe divergence, light = alignment. |
| Provenance indicator | Every point shows how trustworthy its score is — audited renders solid, heuristic/estimate render fainter and dashed, unspecified renders dotted — disclosed again in the detail popup. |
| Filters | Entity-type toggles (Corporations · Governments · Individuals · Non-profits · Jurisdictions · Other) and a sector dropdown. |
| Reference docs | Methodology, Isocracy, and OCDI pages updated for accuracy; the five isocratic branches named (Economic, Ethical, Judicial, Informational, Legislative). |
| Layout | Reference Documents moved to the top of the left column; the Global Equilibrium score relocated above Active Monitoring on the right. |
Data Layers Added
Five curated global layers now sit beside the original Baltic register data, so corporate power, state power, and private power appear comparably on one surface.
| Layer | Count | Notes |
|---|---|---|
| Largest companies by revenue | 48 | Fortune-500 scale — technology, telecoms, autos, finance, retail, healthcare. |
| Energy producers by source | 30 | oil-gas · nuclear / uranium · solar · wind · multi-renewable. |
| Government budgets | 30 | Modelled as governments, with budget-per-capita (Norway ≈ $45,455/person vs Nigeria ≈ $269). |
| Private / oligarch ownership | 22 | Controlling individuals with net worth and an ownership-vs-control wedge. |
| Non-profits & advocacy | 24 | Foundations and NGOs — mission-vs-control governance wedge. |
Method & Honesty
OCDI is a documented structural heuristic — not audited
For the global layer, ownership and control are not yet audited per entity. Each entity is placed in a public ownership/control class (state-controlled, founder / dual-class, family-controlled, widely-held institutional), and the class maps to an OCDI proxy. State and founder-controlled structures diverge most; widely-held ownership least. Private individuals use the wedge directly; governments use a governance class (consolidated-democracy → authoritarian).
Confidence is shown, never hidden: the marker encoding and the popup both state the source, the provenance tier (live feed · one-time snapshot · curated), and the confidence level. These heuristic scores are a starting layer, to be replaced by audited data as it is sourced.
Final State
live A public, ungated map spanning roughly 470 institutions across 35 jurisdictions — 503 mapped points and 37 actors: corporations, energy producers, governments, controlling individuals, and non-profits, each with a structural-heuristic OCDI and viewer-visible confidence, a Baltic de-concentration toggle, a greyscale disparity overlay, entity/sector filters, and refreshed reference documentation.
