Networks in which the structure changes the dynamics and the dynamics in turn change the structure.
Why it matters now
This is the deepest form of the idea and the most hopeful. Institutions that rewire in response to what they learn outperform fixed ones under uncertainty, and uncertainty is the defining condition ahead. Adaptive management, in which a rule is treated as an experiment with a scheduled review, is this principle put to work.
